New Public Groundwater System for Portions of Dimock Township, Susquehanna County

Residents of Dimock Township, Susquehanna County, impacted by methane pollution in the local water supply will be served by a new public drinking water system planned and constructed by Pennsylvania American Water.

This project is the result of a plea agreement between Pennsylvania’s Office of Attorney General and Coterra Energy and requires Coterra to pay $16.25 million for the construction of a new, public water system as well as pay the water bills for impacted residents for the next 75 years.

Pennsylvania American Water has been selected to design, permit and construct this new public groundwater system with a four-stage treatment process that will address contaminants in the groundwater and provide chlorination for biological and virus treatment. Dimock residents’ homes that are currently connected to individual wells will be disconnected to avoid cross-contamination. A separate generator will be installed to promote system reliability.

Pennsylvania American Water filed its application seeking approval of the project from the Pennsylvania Public Utility Commission (PUC) in October 2023, and the Office of the Attorney General and the Office of Consumer Advocate submitted letters in support of the application. The PUC approved the project in January 2024.

The project is currently on schedule for completion by the end of 2026. The project includes the follow phases:

  • Phase 1: Public Utility Commission filing, design & permitting – 2 years (2023-2024)
  • Phase 2: Construction – 2 years (2025-2026)
  • Phase 3: Connection of homes to the system – end of year 4 (end of 2026)
