We have been providing high-quality, reliable water service to our customers in Manville, and we’re committed to delivering that same standard of excellence to you as our new wastewater customer.

As our valued customer, we wanted to share with you some information about the services we provide, as well as some changes that will be taking place over time.
About your rates.
As part of the sale agreement, New Jersey American Water committed to adopting the Borough of Manville’s wastewater rates for a minimum of one year, then modest annual increases (2-4%) in years two through seven. New Jersey American Water is regulated by the New Jersey Board of Public Utilities and any future proposed changes in rates will be subject to extensive review and approval. We’re transitioning you to monthly billing.
Previously, the Borough billed most customers quarterly for wastewater service. Beginning in December, we’ll be transitioning all customers to monthly billing. Monthly billing makes it easier for customers, especially those on fixed incomes, to include the cost of wastewater service in their monthly household budgets.
Here’s how the billing transition will work: The Borough’s final bill will cover service through October 31, 2024. The wastewater charges will begin to appear on your New Jersey American Water bill in December and will cover wastewater service charges from November 1, 2024, through New Jersey American Water’s meter read date in November. You will be billed monthly thereafter for wastewater service. If you are also a water customer of ours, your water and wastewater charges will be included on one bill.
Account set up for water and wastewater will be the same (Especially important to tenants, landlords and property owners). If you are already a water customer of New Jersey American Water, we will be adding the wastewater charges to your water bill to provide one combined bill. If the water and wastewater bills were not mailed to the same location or person previously, moving forward, we’re mailing the combined bill based on how the water account is set up. For example, if you’re a tenant, and you receive the bill for water service, but your landlord previously paid the wastewater bill, beginning in December, your bill will include both the water and wastewater charges. We recommend that tenants and landlords work together to determine how to manage this transition.
Please note: The Borough of Manville cannot accept payments on our behalf. If you prefer to pay in person, New Jersey American Water has agreements with several authorized payment locations across the state. Below are a few nearby locations. Did it require regulatory approval?
Yes. The New Jersey Board of Public Utilities approved New Jersey American Water’s Petition to provide wastewater service in the Borough of Manville at its September 25 meeting.
How do you apply for a new sewer service?
To request installation of a new sewer service to a property, please contact our Customer Service Center at 1-800-272-1325, M-F, 7 a.m. to 7 p.m., so we may begin the process. Upon receipt of your information, New Jersey American Water will review your request to verify water service is available to your property.
Does New Jersey American Water plan to invest in the Borough of Manville’s wastewater system?
Yes, locally, we plan to invest $10 million in the first 10 years of ownership. Parts of Manville’s sewer system are more than 80 years old and have reached the end of their useful life. System improvements include:
- Strengthening the system to mitigate future flooding
- Replacing sewer mains and manholes to address the Inflow and Infiltration challenge
- Owning and operating the system in compliance with environmental requirements

Are my rates changing as a result of this acquisition?

Why am I being billed for wastewater services when I wasn’t before?
If you are already a water customer of New Jersey American Water, we will be adding the wastewater charges to your water bill to provide one combined bill. If the water and wastewater bills were not mailed to the same location or person previously, moving forward, we’re mailing the combined bill based on how the water account is set up. For example, if you’re a tenant, and you receive the bill for water service, but your landlord previously paid the wastewater bill, beginning in December, your bill will include both the water and wastewater charges. We recommend that tenants and landlords work together to determine how to manage this transition.
Will I continue to be billed quarterly?
No. Beginning in December 2024, New Jersey American Water will be transitioning customers to monthly billing. Receiving 12 smaller bills instead of four larger bills a year often makes it easier for customers, especially those on fixed incomes, to include the cost of wastewater service in their monthly household budgets. In addition, if you are both a water and wastewater service customer of New Jersey American Water, your water and wastewater charges will be included in one bill.

Will future rate changes have to undergo regulatory or governmental approvals?
Yes. New Jersey American Water is a regulated utility subject to governmental review and approval of any changes in rates. Wastewater service rates are regulated by the NJBPU. The process for any future changes in rates will be open, transparent and comply with all regulations.
If I have a past or current amount due with the Borough of Manville, who do I pay that to?
- Borough of Manville wastewater bill: Any amounts due for wastewater service that were billed by the Borough of Manville must be paid to the Borough of Manville to the address provided on your bill.
- New Jersey American Water water/wastewater bills: Any past or current due balance billed by New Jersey American Water for water service and/or wastewater service should be paid to us. The Borough of Manville cannot accept payments on behalf of New Jersey American Water.
I am currently on an installment plan. Does this acquisition change anything?
You should continue to make payments to your arrears as agreed in your installment plan. Plus, in addition to paying the current charges for water service, you will need to pay current charges for wastewater service to remain on your installment plan.
Can I pay my sewer bill in person at the Borough of Manville office?

If I am a metered water customer, how is my wastewater usage calculated?
There are two main components of a wastewater bill.
- Wastewater Service Charge: The wastewater service charge represents a portion of New Jersey American Water’s fixed costs to operate and maintain the collection system and collect the wastewater from the customers. The current rate is $18.33.
- Wastewater Usage Charge: This is based on the amount of water you use. The rate is $0.403 per 100 gallons.
Do you have any bill-paying assistance programs for customers?
Yes. New Jersey American Water assists residential customers who qualify through its H2O Help to Others Program™ in two ways: grants and Universal Affordability discounts.
- Grants: Under the company’s H2O assistance program, customers who qualify may receive a grant of up to $500 to help pay their water bill. To qualify for this program, customers must be at or below 300% of the Federal Poverty Level.
- Discount - Water: For water customers who qualify, there is a tiered discount ranging from 15-60% of the Fixed Service Charge and volumetric Water Charge depending on household income levels. To qualify for this program, customers must be at or below 200% of the Federal Poverty Level.
- Discount - Wastewater: For wastewater customers who qualify, there is a tiered discount ranging from 15-60% of the Fixed Service Charge and Volumetric Wastewater Charge depending on household income levels. To qualify for this program, customers must be at or below 200% of the Federal Poverty Level.
